PCN, EmpCo & PPWR

Product Safety, Sustainability & Regulatory Compliance

Supporting our partners with responsible products, transparent documentation and European regulatory compliance.

At SeeSoo, we believe product quality goes beyond cleaning performance. It also includes product safety, responsible ingredient selection, reliable environmental information and packaging designed with European regulatory requirements in mind.

We work closely with specialist compliance advisers, independent laboratories and packaging suppliers to support our customers and private-label partners.

1. PCN – Poison Centre Notifications

Our voluntary commitment to product safety and transparency

SeeSoo's lens cleaning formulation has been assessed by our regulatory compliance partner, GBK, and is not classified as a hazardous mixture under the applicable European CLP criteria. It is also not classified as dangerous goods for transport.

As a result, the formulation is not subject to the standard mandatory Poison Centre Notification (PCN) requirements that apply to mixtures classified as hazardous due to their health or physical effects.

Nevertheless, SeeSoo has chosen to pursue voluntary PCN registration to help make relevant product information available to poison centres and medical professionals in the event of accidental exposure.

Our Approach

In cooperation with GBK, we are establishing a centralised notification structure through EEQO B.V.

Our approach includes:

  • Voluntary submission of relevant product information to support poison centres and healthcare professionals.
  • Coordinating notifications for the European countries in which our products are marketed.
  • Including relevant private-label product names within our notification structure.
  • Managing product identification and Unique Formula Identifier (UFI) information.
  • Supporting business partners with regulatory documentation and product safety information.

Product Identification and Medical Information

As part of this initiative, SeeSoo aims to make relevant product identification and safety information accessible through appropriate product documentation.

Our UFI information will be included in our Safety Data Sheet and made available through our website once the applicable notifications have been completed.

For selected private-label partnerships, the UFI may also be incorporated directly into product packaging, subject to applicable labelling requirements.

This approach supports product identification while allowing flexibility for private-label packaging designs and customer requirements.

We believe responsible product safety goes beyond minimum legal requirements.

Our voluntary notification approach is being coordinated with GBK. The scope and completion of notifications depend on the relevant national procedures.

2. EmpCo – Transparent and Evidence-Based Environmental Claims

Environmental responsibility supported by independent testing

The European Empowering Consumers for the Green Transition Directive (EmpCo) strengthens consumer protection against misleading environmental claims and greenwashing.

The legislation encourages businesses to communicate environmental performance clearly, accurately and with appropriate supporting evidence.

At SeeSoo, we support this principle. Our approach to product development focuses on carefully selected ingredients, effective cleaning performance and the assessment of environmental characteristics.

Independently Tested for Ready Biodegradability

Independent testing conducted by Fresenius has demonstrated that the tested SeeSoo lens cleaning formulation meets the criteria for ready biodegradability under the applicable test method.

This provides scientific support for a specific and verifiable environmental claim.

We believe environmental statements should be based on measurable results rather than broad marketing promises. For this reason, relevant test results are available to existing and prospective business customers and partners upon request, subject to appropriate confidentiality arrangements.

Our Commitment to Responsible Communication

We aim to:

  • Use accurate, specific and verifiable environmental claims.
  • Support relevant product claims with independent testing and technical documentation.
  • Review ingredients and formulations with environmental performance in mind.
  • Avoid vague or unsupported environmental marketing statements.
  • Provide relevant test documentation to business partners upon request.

3. PPWR – Packaging and Packaging Waste Regulation

Working towards responsible and compliant packaging

The European Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, introduces harmonised requirements for packaging placed on the European market.

The regulation aims to reduce packaging waste, improve recyclability, encourage the use of recycled materials and support a more circular European economy.

Key Objectives of the PPWR

Reducing Packaging Waste

Preventing unnecessary packaging, improving resource efficiency and reducing the overall environmental impact of packaging.

Improving Recyclability

Making packaging recyclable in accordance with the applicable requirements and implementation deadlines.

Increasing Recycled Content

Introducing minimum recycled-content requirements for relevant plastic packaging categories to help reduce dependence on virgin plastic materials.

Encouraging Reuse and Refill

Supporting packaging solutions that can be reused or refilled where appropriate, helping reduce the consumption of new resources.

Improving Transparency and Documentation

Strengthening requirements relating to packaging composition, technical documentation, labelling and compliance information.

Supporting a Circular Economy

Encouraging better material recovery, responsible packaging design and more efficient use of resources throughout the packaging lifecycle.

Our Approach at SeeSoo

We recognise that packaging is an important part of our overall product responsibility.

We are working with our packaging suppliers to evaluate materials, recycled content and supporting documentation. As part of this process, we have prepared and collected supplier declarations and technical documentation covering relevant aspects of our packaging components.

This includes:

  • Packaging material specifications.
  • Supplier declarations concerning recycled content.
  • Information about relevant packaging components and materials.
  • Available technical and compliance documentation.
  • Ongoing communication with suppliers regarding PPWR requirements.

We also continue to explore packaging solutions incorporating recycled materials while considering product protection, functionality, availability and commercial feasibility.

Supporting Our Private-Label Partners

We understand that optical retailers, distributors and private-label customers increasingly require reliable information about the packaging used for their products.

Our objective is to provide relevant packaging information and supporting supplier documentation to assist our partners with their own regulatory assessments.

As PPWR requirements become applicable according to the relevant implementation timelines, we continue to review our packaging portfolio and work with our suppliers to address the evolving regulatory framework.

Responsible packaging starts with informed material choices, reliable documentation and cooperation throughout the supply chain.

Documentation & Partner Support

Compliance information for our business customers

SeeSoo aims to support optical retailers, distributors and private-label partners with clear information and relevant technical documentation.

Depending on the product and its current regulatory status, this may include:

  • Safety Data Sheets (SDS).
  • PCN and UFI-related information.
  • Independent biodegradability test results.
  • Packaging material specifications.
  • Supplier declarations and supporting compliance documentation.
  • Product and private-label regulatory guidance.

Our goal is to build long-term partnerships based on product quality, transparency and responsible business practices.
